Text For Citation: 01 Item/Group: 004 Hazard: CUTS
Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to amputation hazards: (a) On or before February 28, 1998, the employer was utilizing pill presses in their manufacturing process without the establishment of a program of periodic inspections of the hydraulic pill presses to ensure that all its parts, auxiliary equipment, and safeguards were in a safe operating condition and adjustment. There was no program of periodic inspections on #1, #4, and #5 hydraulic pill presses to ensure that the safety interlock mechanism was working and functioning properly. American National Standards Institute (ANSI) B11.2-1982, paragraph 4.3 states: "It shall be the responsibility of the employer to establish and follow a program of periodic inspections of his hydraulic power press to ensure that all its parts, auxiliary equipment, and safeguards are in a safe operating condition and adjustment." Abatement Note: Among other methods, one feasible and acceptable abatement method to correct the hazard is to ensure that a "hands-on" inspection by company management be made of the operation and safeguards of each hydraulic pill press be made at least once per shift.
