29 CFR 1910.23(c)(1): Open-sided floor(s) or platform(s) 4 feet (1.22 m) or more above the adjacent floor or ground level were not guarded by standard railings (or the equivalent as specified in 29 CFR 1910.23(e)(3)(i) through (v)), on all open sides: The employer is failing to protect employees from fall hazards when requiring employees to check the oil levels on top of the oil tanks. This was most recently documented at Axel Americas LLC in the North Kansas City, Missouri location in the Kettle Room. Employees are walking off of the catwalk onto the tops of the tanks to determine the oil level without the use of fall protection or guard railing; the fall distance is approximately 20 feet. Fall protection was not provided in the following three locations: (a) The complete lack of guardrail around the tops of the tanks; the tank tops are 10 to 12 feet in diameter. (b) The lack of a standard guardrail on the catwalk (c) The lack of a midrail on the catwalk
