Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to electrical hazards due to improper installation and use of electrical equipment: a) On or about June 6, 2005 and at times prior Timpas Feedyard LLC did not ensure that employees were protected from electrical hazards in the following instances: 1. Intrinsically safe wiring and lighting systems were not maintained and repaired to keep the electrical systems isolated/safe in the grain handling and feed mixing areas. 2. Cords were improperly spliced in the cooker room and the hospital area. 3. Extension cords were used in lieu of permanent wiring systems in the cooking room, the feed mixing area, and the hospital. 4. Panel boxes in the electrical room did not have covers, exposing live conductors. 5. The boiler controls were missing a cover and had strain relief problems. 6. The high power feed lines crossing the roof of the feedmill forced the employees to step over them to do work on the roof auger system. Among other methods, one feasible and acceptable method of abatement to correct this hazard is: a) An examination of the plant's electrical system needs to be done by a qualified electrical contractor and the wiring systems brought back into compliance with the NEC and CFR standards.
