Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The %% employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to fall(s) from an elevation while scaffold was being transferred along the main cable while being suspended in air rather than being placed on a safe surface before making the move(s). a) N. J. side of the Walt Whitman Bridge, the first of nine two point suspended scaffolds located between bents number 68 and 50 on the West Side of the Jesey Tower and the North Side of the bridge roadway. The scaffold was being used by employees engaged in blasting/ painting operations on the bridge's main suspension cable approximately 367 feet above the adjacent ground/water level. Among other methods, one feasible and acceptable method to correct the hazard is to lower the scaffold(s) to the bridge roadway when performing transfer operations.
