29 CFR 1910.147(c)(4)(ii)(C): The energy control procedure did not clearly and specifically outline the steps for placement, removal and transfer of lockout devices or tagout devices and the responsibility for them: On or about October 28, 2022, and at time prior thereto , the employer's "Machine Specific Lock Out Tag Out Procedures" (for WEB Envelope Machines) did not specify in which order to restart and/or reenergize the equipment for the R7 machine when "Restoring Machine to Service". Exposing employees to caught-in between hazards.
