29 CFR 1910.147(c)(7)(i): The employer did not provide training to ensure that the purpose and function of the energy control program are understood by employees and that the knowledge and skills required for the safe application, usage, and removal of the energy controls are acquired by employees: a) Facility, 393 Industrial Park Road, Elysburg, PA: The employer did not provide training to maintenance employees, machine operators and other employees on the energy control program and procedures and the different types of energy sources and the means to control it when employees perform servicing and maintenance activities such as cleaning, clearing jams, preventative maintenance, and repair and replacement of parts, belts, gears, and electrical components on machines and equipment with multiple energy sources on or about March 19, 2018. Machinery and equipment included but are not limited to the following: - Boiler (Serial No. 0L093176) (energy sources: electrical, hydraulic, natural gas, steam, thermal) - Shanghai Yaguang Toy Equipment Factory Carding Machines (Model PKS 900) (energy sources: electrical, kinetic) - Popper machine (Serial No. 2009101) (energy sources: electrical, pneumatic, steam, thermal) - Stuffer machines (various manufacturers (energy sources: electrical) In accordance with 29 CFR 1903.19, abatement certification and documentation is required for this violation.
