29 CFR 1910.147(c)(4)(ii): Procedures did not clearly and specifically outline the scope, purpose, authorization, rules, and techniques to be utilized for the control of hazardous energy, and the means to enforce compliance including, but not limited to, 29 CFR 1910.147(c)(4)(ii)(A), (c)(4)(ii)(B), (c)(4)(ii)(C) and (c)(4)(ii)(D): On or about and times prior to March 24, 2025, the employer did not ensure that the energy control procedure addressed all potentially hazardous energy sources for employees who perform servicing operations on equipment such as, but not limited to, the Phase 2 Homogenizer. Servicing operations included, equipment tear down and sanitation. Noted deficiencies included, but may not be limited to, the following: (1) Specific procedural steps for shutting down, isolating, blocking and securing machines or equipment to control hazardous energy pursuant to 1910.147(c)(4)(ii)(B). The procedure did not specifically address controlling the Homogenizer's pneumatic energy source prior to performing service and maintenance activities on equipment.
