29 CFR 1926.1051(a): Stairways or ladders were not provided at all personnel points of access where there was a break in elevation of 19 inches (48 cm) or more, and no ramp, runway, sloped embankment, or personnel hoist was provided: At the jobsite located at 9701 W. 53rd St. N., Maize, KS 67101, employees engaged in masonry activities on a tubular welded frame scaffold were exposed to fall hazards of 5 feet 10 inches in that employees were permitted to climb up and down the scaffolding frames and cross braces in lieu of using a ladder to gain access and egress to the work platforms.
