29 CFR 1910.147(c)(4)(ii)(C): The energy control procedure did not clearly and specifically outline the steps for placement, removal and transfer of lockout devices or tagout devices and the responsibility for them. Location - Establishment's written LOTO program: On or about 07-11-24, written LOTO procedures for equipment with pneumatic air lines as an additional source of energy do not clearly describe how to place a lockout device or tag on a valve or disconnect to ensure the hazardous energy isolating means is either locked and tagged, or tagged out to control the energy source.
