29 CFR 1910.147(f)(3)(i): When servicing and/or maintenance is performed by a crew, craft, department or other group, they shall utilize a procedure which affords the employees a level of protection equivalent to that provided by the implementation of a personal lockout or tagout device. a) On or about March 11, 2024, the crew of operators in the lamination and stacking assembly area were tasked with utilizing the safety control system (SCS) to clean the Ultium Cells L&S 8-3 Stacking upper and lower conveyor belts. The employer did not ensure the crew of operators utilized a procedure which afforded the operators a level of protection equivalent to that provided by the implementation of a personal lockout or tagout device. The SCS was not equivalent in that the Ultium Cells L&S 8-3 Stacking upper and lower conveyor belts are able to be moved by an employee (1) at the HMI while the interlock doors are bypassed and an employee (2) cleans the upper and lower conveyor.
