29 CFR 1910.134(d)(1)(iii): When the employer was unable to identify or reasonably estimate the employee exposure, the employer did not consider the atmosphere to be IDLH: On or about August 30, 2023, two employees responded to an isocyanate spill without wearing a positive-pressure self-contained breathing apparatus. The employer did not identified employee exposures to isocyanate, nor made a reasonable estimate of employee exposures to isocyanate levels when employees were responding to an unexpected isocyanate spill.
