29 CFR 1926.1416((d)(3)(ii)(D): Temporary alternative measures. The cable was not clearly marked, or a spotter was not used, so that the cable could have been seen by the operator at a point that would have given the operator time to stop the hoist to prevent two-blocking: On or about January 9, 2023, at the job site, two lattice boom cranes used to lift a bridge beam were not provided with an anti-two-blocking device and the cable was not clearly marked to prevent two-blocking during operation. Employees were exposed to struck-by hazards during crane operations.
