29 CFR 1910.147(c)(6)(ii):The employer did not certify that periodic inspections of the energy control procedures had been performed:(a) a) Schweitzer-Mauduit International Inc., 601 Industrial Road, Middletown, DE 19709 (Throughout facility ): On or about February 14,2022, and various days prior, the employer failed to conduct periodic inspections and certify them to ensure that the developed energy control procedures clearly identified specific steps to be followed to control hazardous energy for equipment located on Delnet Line 1 - D1 on which employees performed servicing and cleaning. Abatement Note: 1. Where lockout should be used for energy control, the periodic inspection shall include a review, between the inspector and each authorized employee, of that employee's responsibilities under the energy control procedure being inspected.1910.147(c)(6)(i)(D) 2. Where tagout should be used for energy control, the periodic inspection shall include a review, between the inspector and each authorized and affected employee, of that employee's responsibilities under the energy control procedure being inspected, and the elements set forth in paragraph (c)(7)(ii) of this section.1910.147(c)(6)(ii) 3. The employer shall certify that the periodic inspections have been performed. The certification shall identify the machine or equipment on which the energy control procedure was being utilized, the date of the inspection, the employees included in the inspection, and the person performing the inspection.
