29 CFR 1910.119(f)(1)(i)(D):The employer did not develop and implement written operating procedures that provide clear instructions for emergency shutdown, including the conditions under which emergency shutdown is required, and the assignment of shutdown responsibility to qualified operators to ensure that emergency shutdown is executed in a safe and timely manner. a. Machine Room - On or about December 14, 2021, the employer failed to develop written emergency shutdown procedures for the high pressure receivers that are used in the process of handling anhydrous ammonia, failure to establish accurate safe operating procedures for the ammonia system can lead to process upsets, and expose employees to fire, explosion and toxic hazards. b.
