29 CFR 1910.147(c)(4)(ii)(B): The energy control procedures did not clearly and specifically outline the steps for shutting down, isolating, blocking and securing machines or equipment to control hazardous energy: (a) On or about March 15, 2021, and at times prior, for the employees exposed to amputation hazards where the lockout/tagout procedure for the Prater Industries, Inc. powdered sugar mill did not address potential stored capacitor energy at 7525 Red River Road in Wahpeton, North Dakota.
