Text For Citation: 01 Item/Group: 003B Hazard:
29 CFR 1926.1060(a): The employer shall provide a training program for each employee using ladders and stairways, as necessary. The program shall enable each employee to recognize hazards related to ladders and stairways, and shall train each employee in the procedures to be followed to minimize these hazards. a. On or about July 16, 2018, at a site located at 8675 York Road in Pataskala, Ohio, employees were installing translucent roof panels onto a new build, single story, water treatment plant that was approximately 15 feet tall. Employees used a Werner 24 foot fiberglass extension ladder, Model #D6224-2, to access the roof of the building. The employer did not have a ladder training program in place and did not provide any instruction to employees regarding hazard recognition or use of the ladder.
