29 CFR 1926.1053(b)(13): The top or top step of a stepladder shall not be used as a step. (a) Back wall of the building - On or about November 10, 2016 employees were exposed to a fall hazard due to using a 10 foot step to access an 11 feet 10 inches wall. Employees stepped on the top step of this ladder to access the wall.
