29 CFR 1910.24(b): Fixed stairs were not provided for access from one structure level to another where operations necessitated regular travel between levels, and for access to operating platforms at any equipment which requires attention routinely during operations: a) On or about June 15, 2016 - Building 1, Mezzanine 7400A; No permanent crossway/ladder for employees who cross from one side of mezzanine to the other by stepping over tops of buses when installing AC units and other equipment onto the tops of buses was provided. Employees were using an unsecured wood 2-step access way and an unsecured 2-step A-frame step stool to step up on and down from the tops of buses when crossing over the buses to access work locations on both sides of the mezzanine work platform, exposing employees to slipping, tripping and/or falling into the openings between the buses and work platforms.
