29 CFR 1910.332(b)(3)(ii): The skills and techniques necessary to determine the nominal voltage of exposed live parts, and The employer did not provide training to a site supervisor on the skills and techniques necessary to determine the nominal voltage of exposed live parts as a qualified person before he entered a DP&L/Metal Shredders, Inc. 4.16Kv dual-access substation on October 16 2014, utilizing a Mark 1 Voltage Detector, 0-15kv range, to determine if the 3 phase electrical switchgear was energized. In accordance with 29 CFR 1903.19(d), abatement certification is required for this violation (using the CERTIFICATION OF CORRECTIVE ACTION WORKSHEET), and in addition, documentation demonstrating that abatement is complete must be included with your certification. This documentation may include, but is not limited to, evidence of the purchase or repair of the equipment, photographic or video evidence, or written records.
