29 CFR 1910.119(d)(2)(i)(D): The employer did not ensure process safety information pertaining to the technology of the process includes the safe upper and lower limits for such items as temperatures, pressures, flows or compositions: ALON USA, LP, 200 Refinery Road, Big Spring, TX. The employer does not include the safe upper and lower limits in their PSI for specific pressure vessels. The following information was not prepared and included in the 2008 Process Hazard Analysis. This violation was observed on or about April 15, 2009 in the following instances: a. The Alky Plant Air Knockout Drum, designated as 011D-036, carried compressed air at 85 psig. The vessel carried no National Board data plate, nor was any information regarding this vessel on the file. No data could be found regarding the maximum allowable working pressure (MAWP) of this vessel. b. The Diglycolamine (DGA) Surge Drum, designated as 010D-123, in the Fuel Gas Treater did not have any documentation regarding the MAWP, other than a partially obliterated National Board plate. c. The DGA Recovery Drum, designated as 069D-004, cleaned the fuel gas flow to the #1 Sulfur Recovery Unit. There was no National Board data plate on this vessel, and no documentation on file regarding the MAWP. d. The Acid Gas Knockout Drum, designated as 069D-002, in the #1 Sulfur Recovery Unit had no documentation on file regarding the maximum allowed working pressure (MAWP) for this pressure vessel. Pursuant to 29 C.F.R. 1903.19, within ten (10) calendar days of the date of this citation, the employer must submit documentation showing that it is in compliance with the standard, including describing the steps that it is taking in the workplace to ensure that process safety information pertaining to the technology of the process includes the safe upper and lower limits for such items as temperatures, pressures, flows or compositions.
