29 CFR 1910.119(e)(3)(iv): The process hazards analysis did not identify all hazards of the process. (a)Ring-neck Energy & Feed, LLC dba Ringneck Energy LLC at 901 Redwood Avenue in Onida, SD 57564: On or about and at times prior to July 9, 2023, the employer's 2019 Process Hazard Analysis did not identify all hazards of the process: * Node (5) Beer Column RNE, Deviation 26 Higher Pressure, failed to address hazards of higher pressure in the Beer Column listing the consequences as, "Operational only," for both 26.1.1 and 24.3.1. * Node (7) Side Stripper Column RNE, Deviation 50 Higher Pressure, did not identify any consequence of higher pressures for cause 50.1. * Node (3) Sieve Vaporizer and Regen Tank RNE, Deviation 64 More Flow, failed to identify liquid ethanol entering the sieve beds as a cause of More Flow/Higher Level resulting in the Regen Tank. * The 2019 Process Hazard Analysis did not evaluate hazards associated with operation of the slurry tank.
