29 CFR 1910.95(c)(1):The employer did not administer a continuing and effective hearing conservation program as described in 29 CFR 1910.9(c) through (o) whenever employee noise exposures equal or exceed an 8-hour time-weighted average sound level of 85 decibels measured on the A scale, or equivalently a dose of fifty percent: UTCRAS Inc., located at 501 Highland Ave. Morton, PA: (a) Violation noted on May 5, 2021. The employer did not administer a continuing, effective hearing conservation program for employees working in Building O and Building U and exposed to continuous noise levels that were equivalent to 67.22% (Painter) and 89.41% (Welder) of the allowable 50% dose for an 8 hour time-weighted average (TWA). These exposures are equivalent to an 8 hour TWA of 87.1 dBA and 89.1 dBA respectively, exceeding the OSHA Action Level of 85.0 dBA for an 8 hour TWA. Sampling times were 336 and 264 minutes respectively. Zero exposures were assumed for all unsampled time periods.
