29 CFR 1910.147(c)(4)(ii): The procedures shall clearly and specifically outline the scope, purpose, authorization, rules, and techniques to be utilized for the control of hazardous energy, and the means to enforce compliance. a. On or before September 26, 2019, the lockout procedure for the Press in the molding area failed to identify all of the specific steps to follow to isolate and disable the equipment and control all the hazardous energies, such as but not limited to, gravity, electrical, and hydraulic energies. The procedures also lacked specific steps to relieve and otherwise render all energies in a safe state, specific steps to place and remove lockout devices and specific steps to verify all hazardous energies were controlled.
