Text For Citation: 01 Item/Group: 003A Hazard:
29 CFR 1926.503(a)(2)(iii): The employer shall assure that each employee has been trained, as necessary, by a competent person qualified in the use and operation of guardrail systems, personal fall arrest systems, safety net systems, warning line systems, safety monitoring systems, controlled access zones, and other protection to be used; On June 17, 2019 located between Column lines G3/F3 and G4/F4 an employee who was not trained on the use and operation of guardrail systems was hand or hand tool cleaning a 10 foot 6 inch high, 26 foot long by 52 inch wide elevated platforms grating deck/floor intersecting weld sections prior to painting. During the hand or hand tool cleaning associated activity the employee who was not protected by a personal fall arrest / personal fall restraint system or other conventional fall protection system was working from the elevated platforms grating deck/floor adjacent to areas of platform unprotected sides or edges which were not protected by standards guard rails along one of the 52 inch wide platform ends and along an approximate 71 inch platform side section exposing the employee to a 10 foot 6 inch fall hazard.
