29 CFR 1910.147(c)(4)(ii): Energy control procedures did not clearly and specifically outline the scope, purpose, authorization, rules, and techniques to be used for the control of hazardous energy, and the means to enforce compliance including, but not limited to, the elements listed in this paragraph. a) Assembly Line/Clean Room - On or about 3/9/2019 and at times prior thereto, the employer exposed employees to caught-in hazards in that the employer failed to ensure the machine specific lockout procedures for GA 00-100 T/M Case Tum Over # 1 clearly and specifically outlined the scope, purpose and techniques to be used for the control of hazardous energy in Korean (employees' native language) that authorized Korean employee(s) could clearly understand how to safely and effectively utilize hazardous energy control measures for the machine while employees required to replace the clamp pad energized with pneumatic (90 PSI), electrical (480-volt) and gravitational energies.
