29 CFR 1926.451(f)(3): Scaffolds and scaffold components were not inspected for visible defects by a competent person before each work shift, and after any occurrence which could affect a scaffold's structural integrity: a) 5439 Spruce St, Philadelphia, PA - The employer did not ensure that a competent person inspected scaffolding and components for visible defects prior to permitting employees to work from a pump jack scaffold that was not properly supported by appropriate mudsill, nor equipped with a proper guardrail system, thus exposing the employees to falls and scaffold collapse hazards. This condition was documented to occur on or about January 9, 2019.
