29 CFR 1926.451(f)(7): Scaffolds was not erected only under the supervision and direction of a competent person qualified in scaffold erection, moving, dismantling or alteration. a) West side of building: Employees were erecting 7-story-high supported scaffolds. The scaffolds were not erected under the supervision and direction of a competent person. Employees who were erecting the scaffolds were exposed to hazards, including but not limited to: fall hazard due to no competent person determine the feasibility and safety of providing fall protection, did not establish planking of at least 18 inches wide for employees to work from, and fall hazard from employees using cross braces as a means of access and egress. The employer did not have a competent person on site for the scaffold erection. On or about 01/10/18.
