29 CFR 1910.120(q)(1): The employer did not develop and implement an emergency response plan to handle anticipated emergencies prior to commencement of emergency response operations: (a) On or about September 1, 2017 employees were exposed to inhalation, fire, and explosion hazards associated with a release of anhydrous ammonia when the employer did not train employees to assist in the safe and orderly evacuation of other employees during emergencies.
