29 CFR 1926.451(e)(1): Portable ladder, hook-on ladder, attachable ladder, stair tower, stairway-type ladder, ramp, runway, integral prefabricated scaffold access, or direct access from another scaffold, structure, personnel hoist, or similar surface was not used to access scaffold platform more than 2 feet above or below a point of access: a) On or about 09/19/16 at 375 Melville Street, Rochester, NY; the employer did not ensure that a portable ladder was available for access to the scaffold so employees climbed the power ladder (platform hoist) to access the ladder jack pic scaffold on the west side of the house to remove the roofing around the eye brow area exposing them to a fall hazard of approximately 15 feet.
