29 CFR 1926.451(e)(1): When scaffold platforms were more than 2 feet (0.6 m) above or below a point of access, portable ladders, hook-on ladders, attachable ladders, stair towers (scaffold stairways/towers), stairway-type ladders (such as ladder stands), ramps, walkways, integral prefabricated scaffold access, or direct access from other scaffold, structure, personnel hoist, or similar surface was not used: a) Wyoming, PA: Adequate safe means of access was not provided for workers performing overhand bricklaying from the platform of a fabricated frame scaffold that was approximately 13 feet above the point of access (ground level) exposing the workers to the potential for injury from a fall, on or about April 24, 2014. b) Wyoming, PA: Adequate safe means of access was not provided for a worker stocking brick from the platform of a fabricated frame scaffold that was approximately 16 feet above the point of access (ground level) exposing the worker to the potential from injury from a fall, on or about April 24, 2014.
