29 CFR 1910.119(i)(1): The employer did not perform a pre-startup safety review for new facilities and for modified facilities when modification is significant enough to require a change in the process safety information: a) Enterprise Products Operating, LP at 27991 County Road 5, Rifle, CO 81650: On and before 7/30/13, the employer did not perform a pre-startup safety review for modified facilities when modification is significant enough to require a change in the process safety information in such but not limited to: 1) The employer changed the Meeker Gas Plant 1 & 2 instrument air low pressure trip logic and added a timer to the PALL trip to minimize unnecessary plant trip without performing a PSSR. 2) The employer was increasing the PAHH set points on PI1518 and 1525 from 70 psig to 150 psig on the first stage compressor without performing a PSSR.
