29 CFR 1910.178(m)(7): Brakes were set, but wheel blocks were not in place to prevent movement of trucks, trailers, or railroad cars while loading or unloading. On 7/11/2013, employees working at YRC Freight located at 400 Barton Street, St. Louis MO were operating forklifts while loading and unloading trailers, which were not choked or blocked to prevent movement.
