29 CFR 1926.1053(b)(4): Ladders were used for purposes other than the purposes for which they were designed: Jobsite 9th Floor: An employee was exposed to a collapsing ladder hazard, while installing a guard rail post from the 5-foot stepladder that was not only placed on a temporary scaffold deck to elevate working hieght, but also placed against a wall in closed position.
