29 CFR 1910.147(f)(2)(ii): The onsite employer did not ensure that his or her personnel understood and complied with restrictions and prohibitions of the outside employer's energy control procedures: (a) Elevator Pit: Contract employees tagout the Otis 4000 pound capacity elevator to conduct maintenance activities. Hospital maintenance employees were not instructed on the purpose and use of the contractor's tagout procedure, as determined on May 15, 2012. Abatement Certification Required for this Item.
