The employer's written operating procedures do not address operating limits, consequences of deviations and the steps required to correct or avoid deviation beyond such operating limits: 29 CFR 1910.119(f)(1)(ii): The employer's written operating procedures did not address operating limits, consequences of deviation and the steps required to correct or avoid deviation beyond such operating limits: A recent example of this occurred on 10/25/11, 10/26/11 and prior, when: In the establishment, Employer's Ammonia Standard Operating Procedures(SOPs), did not provide clear instructions for safely conducting activities involved in operating the Ammonia Refrigeration System, as SOPs such as, but not limited to: a) Oil Draining for Jacket Water Chiller Oil Pot Procedure did not address operating limits, consequences of deviation and the steps required to correct or avoid deviation. b) Oil Draining for Ice Builder #1 Oil Drain Point Procedure did not address operating limits, consequences of deviation and the steps required to correct or avoid deviation. c) Oil Draining for High Pressure Receiver Oil Drain Point Procedure did not address operating limits, consequences of deviation and the steps required to correct or avoid deviation. d) Oil Draining for Milk CT #2 Oil Drain Point Procedure did not address operating limits, consequences of deviation and the steps required to correct or avoid deviation. e) Oil Draining for Control Pressure Receiver Ammonia Oil Pot OP-1 Procedure did not address the steps required to correct or avoid deviations beyond operating limits. f) Reciprocating Refrigeration Compressor RC-01 Procedure did not address the steps required to correct or avoid deviations beyond operating limits. g) Reciprocating Refrigeration Compressor RC-06 Procedure did not address the steps required to correct or avoid deviations beyond operating limits. h) Starting Engine Room, SOP-017 Procedure did not address the steps required to correct or avoid deviations beyond operating limits. To abate this violation, the employer shall develop and implement written operating procedures that provide clear instructions for safely conducting activities involved in each covered process and ensure that operating procedures address operating limits, consequences of deviation, and steps required to correct or avoid deviation. Pursuant to 29 CFR 1903.19(d), the employer must submit documents describing the steps it is taking to ensure compliance, within 30 days of the date it receives this citation.
