29 CFR 1910.119(f)(1): The employer did not develop and implement written operating procedures that provided clear instructions for safely conducting activities in each covered process consistent with the process safety information and which addressed the elements listed in 29 CFR 1910.119(f)(1)(i) through (f)(1)(iv): a) Biodiesel manufacturing plant area Except for normal operation of the acid esterification process described in a draft "Work In Progress" (WIP) developed for the BQ9000 system, the employer did not address the following elements: (i) steps for initial startup, temporary operations, emergency shutdown, and startup after an emergency shutdown; (ii) consequences of deviation and steps required to correct or avoid deviation from operating limits; (iii) control measures to be taken if physical contact or airborne exposure occurs, quality control for raw materials and control of hazardous chemical inventory levels and any special or unique hazards; (iv) safety systems and their functions.
