Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to: the hazards of being burned due to being trapped on the fingerboard at the High Island oil field, Taylor Cade Lease, Well #2, on rig #6 during a rig fire without having a means to escape. Among other methods, one feasible and acceptable abatement method to correct this hazard is the installation of an emergency escape means running from the fingerboard to a location remote from the wellhole and the drilling floor following rigging up of the rig mast, as specified by paragraph 6.10 Auxiliary Escape of the American Petroleum Institute (API) standard RP54-1999, Recommended Practices for Occupational Safety and Health for Oil and Gas Well Drilling and Servicing Operations.
