Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to: the hazard of being struck by motor vehicles while working on the two lane road: (a)Employee, who was directing traffic on the two lane road, with one lane closed, was not provided with a warning vest. Among other methods, one feasible method of abatement is to provide employee with a warning vest and to follow guidelines set forth in ANSI standard D6.1, 1971. 6E.3.
