29 CFR 1926.1053(b)(1):Where portable ladders were used for access to an upper landing surface and the ladder's length allows, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed: At the temporary job site located at 2415 N Bayside St, Wichita, KS 67205, employees engaged in residential roofing activities were exposed to fall hazards of approximately 11 feet from the eave of the roof to the ground below in that the ladder used to access and egress the roof was not extended three feet above the eave or was not secured to the structure.
