29 CFR 1926.451(c)(1)(iii): Ties, guys, braces, or outriggers shall be used to prevent the tipping of supported scaffolds in all circumstances where an eccentric load, such as a cantilevered work platform, is applied or is transmitted to the scaffold. (a) On or about November 21, 2024, at the jobsite, where employee(s) was using a winch, attached to the scaffold by a hoisting arm on the corner of the scaffold, to lift a concrete wall panel without ties, guys, braces or outriggers.
