29 CFR 1926.1053(b)(1): Where portable ladders were used for access to an upper landing surface and the ladder's length allows, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed. On or about October 21, 2024, and at times prior to that date, near 915 E 33rd St. in Edmond, Oklahoma, employees performing pipeline installation work activities in an excavation utilized a portable extension ladder for access/egress where the side rails did not extend at least three (3) feet above the edge of the excavation. The B & H Construction LLC. was previously cited for a violation of this occupational safety and health standard or its equivalent standard 1926.1053(b)(1), which was contained in OSHA inspection number 1519070, citation number 2, item number 2 and was affirmed as a final order on July 16, 2021, with respect to a workplace located at 2700 telephone Rd. Moore, Ok,73170.
