29 CFR 1926.451(e)(1): When scaffold platforms are more than 2 feet (0.6 m) above or below a point of access, portable ladders, hook-on ladders, attachable ladders, stair towers (scaffold stairways/towers), stairway-type ladders (such as ladder stands), ramps, walkways, integral prefabricated scaffold access, or direct access from another scaffold, structure, personnel hoist, or similar surface shall be used. Crossbraces shall not be used as a means of access. On or about September 5, 2024, at location 605 N Third Avenue, Sturgeon Bay, Wisconsin: employees were exposed to fall hazards of approximately 8 feet when climbing on the railings and cross braces to travel in and out of the lift of JLG Scissors Lift (Model: 1930 ES, Serial: 0200213289) to access and egress the new hull construction area known as the thruster area of Module B28802 within the graving dock.
