29 CFR 1926.1053(b)(1): Where portable ladders were used for access to an upper landing surface and the ladder's length allows, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed. On or about May 24, 2024, on the western side of the house and above the garage, the portable Louisville extension ladder that the workers were using to access the roof, was not extended over the access point of the roof by 3'. Eric Cruz-Flores was previously cited for a violation of the Occupational Safety and Health Standard 29 CFR 1926.1053(b)(1), which was contained in OSHA inspection number 1553454, citation number 1, item number 3 and was affirmed as a final order on 11/17/2021 with respect to a workplace located at 305 Honey Mesquite Path, Willis, TX 77318.
