29 CFR 1926.1053(b)(1): Where portable ladders were used for access to an upper landing surface and the ladder's length allows, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed: a. On residential roof, at a temporary worksite located at 4119 Bess Road, in Jacksonville, Florida: On or about July 13, 2023, the employer exposed employees to fall hazards, in that the ladder rails did not extend 3 feet above the upper landing surface of the roof at the eave. Southern Coast Roofing & Construction, Inc. was previously cited for a violation of this occupational safety and health standard, which was contained in OSHA inspection number 1369712, citation number 1, item number 2 and was affirmed as a final order on February 27, 2019, with respect to a workplace located at 3862 Sandy Shores Drive, Jacksonville, FL 32227.
