29 CFR 1926.1053(b)(1): Portable ladders were used for access to an upper landing surface and the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface to which the ladder was used to gain access. On or about July 29, 2022, at a residential construction jobsite, where employees were exposed to a fall hazard when using an extension ladder to access the roof without extending the ladders side rails at least three feet above the roof landing or securing the top of the ladder to the roof landing. Roberto Delgado Garcia was previously cited for a violation of this Occupational Safety and Health standard 29 CFR 1926.1053(b)(1), which was contained in OSHA inspection number 1448581 Citation Number 2, Item Number 2 and was affirmed as a final order on 3/3/2020 with respect to a workplace located at 2518 Kingfield Arbor Way, Spring, TX 77379.
