29 CFR 1910.147(c)(4)(ii):The energy control procedures did not clearly and specifically outline the scope, purpose, authorization, rules, and techniques to be utilized for the control of hazardous energy, including, but not limited to Items of this section: (a) Location - 11 Copeland Drive, Ayer, MA: On or about July 13, 2021, the hazardous energy control procedures for the facility's Line C ammonia refrigeration system's compressors and filler/seamer lack the means to enforce compliance, a specific statement of the intended use of the procedure, specific procedural steps for shutting down, isolating, blocking, and securing the machines or equipment, specific procedural steps for the placement of lockout devices or tagout devices, and specific requirements for testing the machines or equipment to determine and verify the effectiveness of lockout devices, tagout devices, and/or other energy control measures.
