29 CFR 1926.1051(a):A stairway or ladder shall be provided at all personnel points of access where there is a break in elevation of 19 inches (48 cm) or more, and no ramp, runway, sloped embankment, or personnel hoist is provided. On or about June 24, 2021, during the installation of framing material at a job site located at 2040 Ventura Cir SE, Massillon, Ohio 44646; during the installation of framing material on a multi-unit storage facility, the employer did not ensure portable ladders were available for employees to gain access and or egress to the working levels as employees were climbing the framing material already installed on the support columns.
