29 CFR 1926.451(f)(7):Scaffolds were not erected, moved, dismantled, or altered, by trained and experienced employees under the supervision and direction of a competent person qualified in scaffold erection, moving, dismantling or alteration:; Such activities were not performed only by experienced and trained employees selected for such work by the competent person. a. At 16050 Shark Road West, Jacksonville, Florida: On or about January 19, 2021, and at times prior, employees were exposed to fall and struck-by hazards from a scaffold system, in that; the scaffold system was erected without the supervision of a competent person, resulting in guardrails, cross-bracing, and diagonal bracing components not being installed on the equipment.
