29 CFR 1910.333(c)(4)(ii): Where lack of illumination or an obstruction precludes observation of the work to be performed, employees may not perform tasks near exposed energized parts. Employees may not reach blindly into areas which may contain energized parts. Client delivery site (1138 Backbone Rd. in Tampico, IL 61283), bag/bulk delivery persons/truck drivers, CEI Pacer feed trailer (serial No. AT65-30-2404) top-mounted auger: on or about January 14, 2021, the employer failed to ensure that adequate illumination was present when requiring employees to operate equipment near energized overhead power lines. Employees operating augers while making feed deliveries were working in the dark outdoors without any source of overhead illumination to identify and avoid overhead power lines. An employee handling ground controls to maneuver the auger, and another employee nearby, were exposed to direct contact with about 7.8 kV electric power distribution lines likely to result in electrocution. Abatement documentation is required for this item in accordance with the requirements of 29 CFR 1903.19(d).
