29 CFR 1910.132(d)(1): The employer did not assess the workplace to determine if hazards are present, or are likely to be present, which necessitate the use of personal protective equipment. On or about January 28 2020, three employees (temporary and permanent) were exposed to explosion and/or fire hazards that resulted in second degree burns to the hands, arms, and face when a High Speed Line operator manually picked up an unbounded and ungrounded plastic 55-gallon drum to transfer a flammable windshield car cleaning product (TBS-C15A) to another unbounded, ungrounded plastic 55-gallon drum (back drum). The employer did not ensure that an adequate assessment was conducted to determine if hazards were present which required the use of personal protective equipment to protective against burns to the hands, arms, and face. Abatement documentation is required for this item in accordance with the requirements of 29 CFR 1903.19(d).
